
Economic mission to Japan: Hydrogen, Offshore Wind, and Circular Construction & ATES

Are you active in the hydrogen sector or offshore wind? Do you work in circular construction or sustainable thermal energy storage and reuse (ATES)? If you are looking to explore business opportunities in Japan, join us in this upcoming economic mission.
This mission will be accompanied by Sophie Hermans, Minister for Climate Policy and Green Growth, and Chris Jansen, State Secretary for Environment and Public Transport.
A focused mission for three sectors
This economic mission focuses on three key sectors:
- Hydrogen
- Offshore Wind
- Circular Construction and ATES
Each sector follows a distinct program with its own travel dates. All participants will also visit the World Expo 2025 in Osaka as part of this mission.
Sector programs and dates
Hydrogen sector | September 17-24, 2025
This program is designed for those involved in:
- production, storage, and distribution of renewable hydrogen
- financing of renewable hydrogen projects
- end-use of renewable hydrogen
- liquid hydrogen
- ammonia
Offshore Wind | September 20-25, 2025
This program is tailored to stakeholders in offshore wind technology and infrastructure, including:
- bottom-fixed wind turbines
- floating offshore wind technologies
- grid connection solutions
- ecological and environmental enhancement around offshore wind farms
- multi-use of offshore wind areas
- hydrogen integration
Circular Construction and ATES sector | September 21-26, 2025
This program is relevant to professionals engaged in:
- innovations in material reuse and minimization
- modular and bio-based construction
- IT solutions for circular construction
- circular design practices
- construction waste solutions
- sustainable thermal energy storage and reuse (ATES)
- integration of ATES into existing buildings
- knowledge exchange and technical developments of ATES systems

World Expo 2025 Osaka
From April 13 – October 13, 2025, the Netherlands will participate in Expo 2025 in Osaka. As part of the mission, all participants will visit the Netherlands Pavilion, a premier venue for connecting with Japanese and international stakeholders.
The mission coincides with the Expo’s theme week: “The Future of Earth and Biodiversity“.
Sector opportunities
Hydrogen
Japan has an ambitious hydrogen strategy and is a global front-runner in this field. The country is heavily investing in hydrogen infrastructure, transportation, and fuel cell technologies. This presents unique opportunities for Dutch businesses to:
- collaborate with industry leaders
- leverage Dutch expertise
- tap into a growing hydrogen economy
Offshore Wind
Japan is targeting 10GW of offshore wind capacity by 2030, with strong interest in both bottom-fixed and floating wind solutions. The country is also exploring innovative renewable technologies, including offshore solar and marine biodiversity projects.
This mission will allow Dutch companies and institutions to explore collaboration opportunities in this evolving sector.
Circular Construction & ATES
Given its high dependency on raw materials and goal to become fully circular by 2050, Japan is actively seeking sustainable solutions in the construction sector. Dutch innovations in circular design and ATES are of particular interest.
This mission helps Dutch organizations align with these priorities and exploring collaborative pathways.
Program
Sector-specific draft programs will include:
- networking events and receptions, including a kick-off at the Netherlands Pavilion with senior Dutch officials
- sectoral workshops and panel discussions on market developments
- company visits and B2B matchmaking
- official meetings featuring Minister Hermans in forward-looking discussions

Participation and costs
- participation fee: €950 per organization (one participant per organization)
- includes: participation in collective mission activities, local organizational support, and in-country group transport
- excludes: travel, accommodation, and individual transfers (at your own expense)
Participants will receive travel and accommodation recommendations after registration.

Matchmaking seminar – July 7, 2025
A matchmaking seminar will be held on Monday afternoon, July 7, at the Ministry for Climate and Green Growth in The Hague. Registered participants will have the opportunity to meet Japanese companies directly. Be sure to save the date!
Expo 2025: Common Ground and the Energy Track
The Netherlands is organizing a wide array of activities at Expo 2025 under the theme “Common Ground” – emphasizing joint efforts by Japan and the Netherlands to tackle global challenges. This mission aligns with the Expo track on Energy, Sustainability & Circular Economy, a key focus area in the sector programming.
Responsible Business Conduct
The Dutch government strongly promotes responsible business practices, including human rights. Participation in this mission requires compliance with the OECD Guidelines for Multinational Enterprises on responsible business conduct.
