The Taiwanese Government is aiming for 5.5 GW of installed offshore wind capacity by 2025. It then wants a further 10 GW added in the decade after that to take cumulative capacity to 15.5 GW by 2035.

The country’s Government acknowledges the participation of foreign companies, including leading Dutch firms, will be critical if Taiwan is to fulfil its ambitious offshore wind plan. Taiwan is yet to establish a domestic supply chain for the offshore wind market, so the Government hopes to work with overseas companies to build one up. This presents significant business opportunities for innovative Dutch companies with proven experience in marine engineering and offshore wind installation.

Under a three-year PIB program, the Dutch Government and key offshore wind sector stakeholders will help companies from The Netherlands capitalise on the upcoming opportunities in Taiwan. Through a public-private partnership, a strategic plan will be implemented to establish and strengthen relations between the Dutch offshore wind sector and relevant stakeholders in Taiwan.

Key stakeholders include, among others, public and private decision makers, knowledge institutes, offshore wind farm developers, (sub)contractors, and stakeholders in the fields of fishery and environment.

Activities within the program

• The appointment of a local liaison officer to represent the interests of the Dutch industry and support PIB members.
• Promotional events to increase exposure for the Dutch offshore wind sector in Taiwan (i.e. NL pavilions at Wind Energy Asia and Taiwan Energy Forum, as well as outbound and inbound trade mission).
• Sharing knowledge about the Dutch approach with decision makers within Taiwan’s Government (G2G), local companies, and other stakeholders to increase visibility of the Dutch business community as a whole.
• Networking to establish and expand business relationships between Taiwan and the Netherlands.
• Collect and share information about Taiwan’s offshore projects to help Dutch companies gain insight into the Taiwanese market, find the right Taiwanese stakeholders to connect with, and make (investment) decisions on the Taiwanese offshore wind sector.

These PIB activities align with the MoU on Energy Cooperation signed between the Taiwanese Bureau of Energy (BoE) and the Netherlands Enterprise Agency (RVO, part of the Dutch Ministry of Economic Affairs and Climate Policy). Other partners in Taiwan are the Industrial Technology Research Institute (ITRI) and the Metal Industries Research & Development Centre (MIRDC).
